If the details given in the original sentence are important, they can be retained by simply reversing to sentence to read as follows: A major factor in creating an environment condusive to learning is designing a classroom atmosphere where students feel welcome to participate in activities, engage in class discussions, and relate their personal experiences. I would, however, change "where" to "in which."
