Unless “Why and How” is the title of an article you are citing, it should not be capitalized. Neither word is a proper noun. “Relaying” is not the word you are looking for. It has a different meaning that “relying”, which is the word you want.
The introductory phrase needs a comma after it, but it isn’t worded properly to make sense with the rest of the sentence. I would change it to, “Without focusing on the causes of poverty, ... .”
