What road should I take with this sentence
Not focusing on the "Why and How" of poverty we will continue to have citizens relaying on government assistance to help them in their daily lives.
Unless “Why and How” is the title of an article you are citing, it should not be capitalized. Neither word is a proper noun. “Relaying” is not the word you are looking for. It has a different meaning that “relying”, which is the word you want.
The introductory phrase needs a comma after it, but it isn’t worded properly to make sense with the rest of the sentence. I would change it to, “Without focusing on the causes of poverty, ... .”
