need to restructure sentence

Can you assist of retructure the sentence....
During reorganization in late 2011, (4Q), Ira was given the business license position. Mary had minimal Business License experience and was able to accomplish the following:

I would eliminate (4Q). Late 2011 would mean the fourth quarter. You may want to change the first sentence to active voice.
